Whitney McDonald, the Arroyo Grande Community Development Director since February, has been selected to serve as the next Arroyo Grande City Manager. AZUSA >> Azusa will be getting a new city manager after the council voted unanimously to hire Troy Butzlaff at a recent council meeting. Butzlaff is the current city administrator for Placentia.
The council has been without a permanent top leader since former city manager James Makshanoff left in September for the city manager post in San Clemente. Interim City Manager Don Penman was hired in October and will stay on with the city through Butzlaff’s planned start date of Feb. The contract is for three years, with two one-year extensions.
“I look forward to working with you and the balance of the community on working on the city’s issues,” Butzlaff said at the Jan. 20 council meeting. “And trying to bring, not only fiscal sustainability to the city of Azusa, but also to achieve all of the goals the city has desired to accomplish for many years.”

AZUSA – The City Council announced Monday that it has chosen Assistant City Manager James Makshanoff to be its next city manager.
The council voted in favor of hiring Makshanoff over another unnamed finalist, with Councilman Uriel Macias being the dissenting vote.
“I think the other candidate had a little bit more of a broader background and more experience, but that’s not to säga James will not do a great job for us,” Macias said.
Makshanoff, while not officially hired, was chosen from a pool of about 30 candidates for the position. Councilmembers Macias and Angel Carrillo will now work with a consultant to negotiate a contract for Makshanoff.
Councilman Keith Hanks said the council hopes to approve a contract for Makshanoff at its meeting scheduled for Jan. 3.
Meanwhile, outgoing City Manager Fran Delach is set to retire Dec. Hanks said Makshanoff will serve as interim city manager until his employment can be finalized.
